Council formally adopted the Woodend Racecourse Reserve Master Plan at the March 2026 Council meeting.

The Plan has been developed to present a clear, planned and staged vision for the future of the site. It is informed by a comprehensive review of existing facilities and spaces, together with engagement with user groups, local residents and key stakeholders.

Recommendations have been designed to provide sport, government and community stakeholders with a schedule of prioritised Reserve improvements, along with stakeholder responsibilities, estimated costs and potential funding opportunities.

Adopted Plan - 2026

The Plan provides a sound base for Council and the community to work together to advocate to the state and federal governments for funding assistance for proposed works.

It should be acknowledged that priorities can change and are based on funding availability. The presentation of new or unknown opportunities or changes in community demands can also alter priorities.

Draft Master Plan - 2025

What we consulted on

Informed by earlier community feedback, the plan proposed improvements to sport and recreational facilities to meet the needs of a growing community, enhancements to the site's heritage value and ongoing protection of the grasslands.

Feedback was invited from 1 - 28 September 2025.

Issues and Opportunities - 2024

What we consulted on

Council sought feedback on the issues and opportunities identified for the Woodend Racecourse Reserve, which included two potential concepts for either keeping limited equestrian facilities on site, or relocating them elsewhere.

Feedback received during this consultation period was considered by officers and helped to develop a draft Master Plan, which is now available for feedback in the next tab on this page.
