VCAT proceedings update for PLN/2023/353

As part of the VCAT process, the applicant for review has advised that they will be seeking to substitute the application plans with amended plans, and these plans have been circulated to Council, referral authorities, and other parties to the proceeding.

In accordance with VCAT’s requirements, the amended plans are required to be advertised and sent to relevant referral authorities for review. This process is now underway.

The plans and information submitted and advertised are as follows:

  • VCAT form to file amended plans
  • A cover letter
  • Summary of changes
  • Amended development plans for the freeway service centre and associated buildings and works. Key changes include:
    • An increase in setbacks along the southern (19.7m) and western lot boundaries (16.4m) to allow additional landscaping.
    • Inclusion of proposed subsurface drainage field and proposed retarding basin on plans.
    • Inclusion of a 3m high retaining wall along the hardstand and the southern edge of the site pad for the freeway service centre and part of the western edge of the site pad.
  • Amended landscape plans to provide additional plantings around the freeway service centre and greater detail on planting types and an annotation for the proposed 3m high retaining wall.

The application documents can be viewed on Council’s online planning application register.

Any party to the VCAT proceeding wanting to amend their statement of grounds must do so by 22 August 2025.

The Hearing dates scheduled for 8-12 and 15 September 2025 remain unchanged.
