Council adopted the current version of the Special Charge Scheme Policy in 2018 to ensure an equitable and consistent approach is used to initiate, implement, administer, and deliver a special charge scheme (SCS) under Section 163 of the Local Government Act 1989. This policy applies to SCS infrastructure projects such as upgrading roads and drainage installation.

The policy outlines the decision-making process and criteria for a SCS, where providing these services or infrastructure items is deemed to provide a special benefit to property owners or certain community members. It also outlines cost apportionment principles in addition to the calculation of the maximum total levy for a SCS under Sections 163(2), (2A) and (2B) of the Act and the Guidelines made by the Minister for Local Government, according to Section 163(2C) of the Act.

Special rate or charge scheme projects fill the gap between existing infrastructure, often provided as part of the original land development, and current community expectations.

This review

The existing Special Charge Scheme Policy has been reviewed and revised to provide a more equitable funding model and associated criteria, to be able to proceed with projects that would improve the amenities of a select group of community members.

Most of the existing infrastructure has been delivered many decades ago in the context of rural town centres and is not provided to current standards. The current population growth and movement of people from metro to rural regions has shifted the expectations of residents to have infrastructure similar to a metro council or better than the current level of service, which has existed since the initial subdivision.
