Shaping our shire's future

A suite of new key strategic Council documents have now been drafted, following community and stakeholder consultation throughout 2025.

Also known as our Integrated Strategic Planning documents, these long-term plans include:

  • Shaping The Ranges 2025-2035: a document guiding Council's aspirations and strategic direction, incorporating a new Community Vision, Council Plan, Municipal Public Health and Wellbeing Plan, and Disability Action Plan.
  • Financial Plan 2025-2035: a document that aligns with the aspirations set out in Shaping The Ranges, identifying how these priorities can be achieved within Council’s financial capacity.
  • Asset Plan 2025-2035: a document that sets out how Council will acquire, build, look after, and use assets over the next 10 years and beyond.

How these documents were informed

Engagement was undertaken throughout late 2024 and 2025 with key stakeholders and the community, with the resulting feedback helping to inform the renewal of the key documents mentioned above (in addition to the Revenue and Rating Plan 2025-2029, adopted at the June 2025 Council Meeting).

The deliberative engagement element of this process centred around the Community Assembly: an independently recruited and selected group of Macedon Ranges residents targeted to be demographically representative of the broader community. The in-person sessions were also independently facilitated, with Council staff attending to provide expert guidance and insights.

Complementing this Assembly were a number of targeted engagements with key stakeholders of particular relevance – health, disability and business groups – in addition to broader public consultation, promoted and facilitated through this platform.

Council staff also engaged with the Macedon Ranges’ three Traditional Owner Groups – DJAARA, Wurundjeri Woi-wurrung Cultural Heritage Aboriginal Corporation, and Taungurung Land and Waters Council – with feedback particularly informing First Nations terminology and objectives.

All feedback received was summarised by Council staff and briefed up to Council’s Executive Leadership Team and Councillors for their consideration. Council staff then worked with Councillors over a number of internal briefing sessions to help further refine the content of the renewed key documents.

Next steps

Feedback received during this period of consultation will be reviewed and will further inform the refinement of the new draft key Council documents, which are legislatively required to be adopted by 31 October in the year following a general election (in this case, 31 October 2025).

The high-level strategies contained in these key documents then feed into annual action plans that are developed and finalised each financial year alongside the budget process, to clearly show what we’re committing to deliver each financial year.
